California Dental Health care system, Why is there not any low income dental care plans.

I am 27 and have not had dental insurance since I got dropped from my parents plan when I was 21. I live on my own now but I am very low income. Sure I do not have kids or anything but I still barely get by each month. I have not been able to find a good dental plan.?
